It has created a blood-soaked paradise that groups like Al Qaeda contemplated only as a distant daydream.’

And IS is creating a very dangerous security threat, as they’re operationally and tactically smart, tend to learn from their mistakes in battle, and are quite aware of their message enough to recruit thousands of fighters from the West, possibly sending them back here.

‘Muddled though the region is, the basics are fairly simple. Iranian influence through Assad and his thugs in Syria, through Hizballah in Lebanon, and through the hopefully retiring Nouri al-Maliki in Iraq, has widened and radicalized sectarian conflict in the region, and the growing weakness of most of the Arab states in the face of this multi-year offensive has led to rogue groups like ISIS taking up the slack.’

And a grand bargain with the Iranian regime is presumably what Obama is still betting on, as well as withdrawing our influence from the region on the idea that we can no longer lead as we have in the past.

Francis Fukuyama at the American Interest: ‘Political Order And Political Decay

Are you on board for a grand tour of the historical development of the Western State via Fukuyama’s intellectual conception of that State?:

‘There is one critical point of continuity between Huntington’s analysis and my own, however, which many recent development theorists seem to have forgotten. The bottom line of Political Order in Changing Societies could be summarized as follows: all good things do not go together.’

Fukuyama has a considerable investment over the years in a Hegelian Statism I’m not comfortable with.  One can find there a belief in the betterment of man towards some teleological end-point through the perfection of the State and those who work for their own self-interest in it.

What might Fukuyama have right about the development of the State in the rest of the world, and Western influence upon that development?

Worth a read:

‘This traditional mélange of authority relationships masquerading as a modern state, as it were, were bound to confound Westerners, Americans in particular. Most Americans think their forms of government and the civic habits that go with them are universal in character. As far as the average person is concerned, they somehow just fell out of the sky one day in the 17th or 18th century, and we are so lucky to have been chosen to receive the tablets first. (We broke them in civil war and so had to have a second set carved out.) That average person also believes that people are essentially the same in all places and ages and that they’ll come around to our liberal democratic “best practice”—for we and the world all together of course are progressing, that being the faith of the thinly veiled “secular” eschatology of the Enlightenment.’

Garfinkle points out that should the Palestinians get their own state at some point, the record of stable Muslim states isn’t looking so hot. It may be better than the current status quo, but in the wake of the ‘Arab Spring,’ its best to take a more sober view of what’s possible.

Despite the Palestinian condition, I’m guessing the aspirations of unity under Islam as opposed to national identity for all the family/group/tribal loyalties throughout the Muslim World creates deep chasms.  Desert nomads can live in pre-modern material conditions, for example, but also for large majorities throughout the Muslim world, our Western concepts of individual liberty and functioning democratic and constitutional Republican States are often worlds away.

History is long while ethnic, linguistic and religious differences abound. Islam as a unifying force, despite its many strengths, hasn’t undergone anything like an Enlightenment as many understand it in the West, which has produced the Westphalian, Weberian, and State models which those in the West have exported and at times, imposed. Islam’s transcendental claims are absolute, and submission of the will in faith a requirement, which only adds to the confusion.

In such a light, the grievances and resentments of Muslims living under genuine Western colonial and imperial activity, but usually under their own military autocrats, competing factions and dynasties along with their own contradictions, ancient divisions and hatreds, and in some cases, pathologies, can be understood a little better.

From such depths, modernity itself could be seen as an imposition. The appeal to drive the infidel from the Arabian peninsula, to be in control of something, and the desire to return the Muslim world to an to Islamic, pre-modern utopia for which its universals are the true universals finds a lot of sentiment. The problem is, this program is also pursued by trained and murderous ideologues, the radical Islamists with whom we are essentially at war.

These are battle-hardened fighters, many of whom have guerilla skills and not much else.

Sometimes, you’re dealing with such ideologues, thugs and ahistorical holy warriors that it’s not hard to spot them.  Recruiting kids is usually a tell.

In the piece, our author asks why Spain’s unemployment is up at 25% while Germany’s is down at about 7% (this past April): 

‘Why should Germany thrive while Spain implodes? That’s like asking why Facebook is worth a lot and Myspace is worth nothing. It’s a winner-take-all world. Countries that do well have to do a few things extremely well. Germany makes the world’s best machine tools, some of the best heavy engineering equipment, not to mention autos. German manufacturing dominates innumerable key niches. The Spanish don’t do anything well.

Because the world, and global markets are ruthlessly competitive on this analyis.  Germany is specializing and competing,  Spain is not, and the only thing holding them together is the Euro:

‘Spain shows how quickly a seemingly prosperous country can come apart when its entrepreneurial engine stalls.’

Eventually, some social and political analysis might be relevant as well. Francis Fukuyama recently suggested that instead of thinking about Europe in terms of the “two Europes,” Protestant, more individualized, more modern statecraft northern….against Catholic more familial, more insular, clientelistic Southern, the key is that these Southern countries have kept the old structures in place and simply grafted an image of the modern State atop it.  They can modernize if they get over these old ways.  But for now, they are not economically sustainable.  Of course, for Fukuyama, the solution is a a more Hegelian model of the state, endlessly perfectible,which perhaps he envisions here in America as well: Francis Fukuyama At The American Interest-’The Two Europes’

Francis Fukuyama At The American Interest-‘The Two Europes’

Fukuyama writes:

‘There has been plenty of talk about two Europes, which evolved from being a story about the peripheral PIGS (Portugal, Ireland, Greece, and Spain) to being one about the EU’s north and south, because it was clear that Italy and potentially France also faced large debt and bank problems. This is often portrayed as a contrast between a hard-working, Protestant, disciplined northern Europe (Germany, Holland, and Scandinavia) against a lazy, profligate Catholic-Orthodox south. But the real division is not a cultural one; it is between a clientelistic and non-clientelistic Europe.

Clientelism occurs when political parties use public resources, and particularly government offices, as a means of rewarding political supporters. Politicians provide not programmatic public policies, but individual benefits like a job in the post office, an intervention on behalf of a relative in trouble with the government, or sometimes an outright payment of money or goods.

In my view, clientelism should be distinguished from corruption proper because of the relationship of reciprocity that exists between politicians and voters’

On this view, there are progressive stages to achieving modern democracy and Greece is just stuck in one of the lower, less advanced stages, where clientelism (not always open corruption) is but a symptom:

‘Clientelism is not the product of a cultural proclivity or a failure of politicians to understand how a modern democratic political system is supposed to operate. Rather, it is often the most efficient way to mobilize relatively poor and uneducated voters and get them into the polling place.’

For Fukuyama, The PIGS and Italy simply haven’t gotten where they’re going yet:  to the ideal of the modern democratic state.  They hang suspended in various stages of progress: their old traditional Catholic and Orthodox cultural mores and traditions, family structures and loyalties welded to economic policies and political models of post-Enlightenment progress in various stages of completion/decay.

In fact:

‘Germany, Scandinavia, Britain, and the Netherlands have never been dominated by clientelistic parties, while Italy, Greece, Spain, and Austria have been. As Martin Shefter pointed out in his 1993 book Political Parties and the State, the reason for this difference had to do with the relative timing of the consolidation of a modern Weberian bureaucratic state and the onset of democracy.’

So, in order to get where they ought to go, the PIGS need to focus on a next stage which would presumably require a more moral political and bureaucratic class of people to develop and thus better administer public policy, overcoming the clientelism and corruption.  Incidentally, this may not involve the Eurozone, which as Fukuyama notes may have always been a bit of fantasy.

In fact, he extends his thinking to the U.S., too:

“In the United States, clientelism was overcome eventually as a result of economic modernization. Industrialization of the country in the late 19th century produced new social groups like businessmen, professionals, and urban reformers who united in a Progressive Movement to push for civil service reform and merit-based bureaucracy.”

Eventually, businessmen and reformers will rise from the dislocations of the industrial revolution and begin to focus on Statecraft and administration, securing the blessings of liberty and true riches of the Enlightenment.  Apparently we too in the U.S. can aspire to have the next stage of modern democracy and progress.

***This blog remains skeptical of progressive visions for democracy and government and generally skeptical of Fukuyama’s current project of public administration at Stanford.  Corruption and clientelism are problems to be battled and overcome, but on Fukuyama’s thinking this is to be done within a conception of the modern State which is positively Hegelian, and not may be fiscally nor morally sustainable especially in a country as large and diverse as the U.S.    In the long run it’s not clear that a perpetually perfectible public sector necessarily leads to less corruption or clientelism either.

Addition:  Fukuyama hasn’t really convinced me that the 2 Europes arguments shouldn’t carry more weight in explaining the differences between the corruption of Berlusconi and Italian politics, and say, Merkel’s current coalition.  His analysis seems useful and profound, but the case he makes involves a much more Statist, progressive vision for where Europe (and by extension, the U.S.) really ought to be heading.

Is it a stronger centralized government that China needs?

China’s peculiar road toward modernization after 1978 was powered by “township and village enterprises” — local government bodies given the freedom to establish businesses and enter into the emerging market economy.

Now that the local and village enterprises are much stronger, they will need the central government to counter local abuses of power within a federal structure.

But it (freedom) will come about only when popular demand for some form of downward accountability on the part of local governments and businesses is supported by a central government strong enough to force local elites to obey the country’s rules”

This balance of power can create a more stable China…and a China more dedicated to protecting freedom and individual rights.  As usual, Fukuyama is keenly pragmatic and profound.  But, will this work, and what in Chinese culture and history could be a proper platform for such rights?

As a small aside, Fukuyama did support the Iraq military invasion, perhaps in part because of similar thinking he’s applying to China now (freedom through western democratic statecraft and balance of powers).

Iraq was bungled by the previous administration, but also, perhaps we were more than a little idealistic about how well our concept of freedom (Western, post-enlightenment, deeply individualistic) would travel.

China’s a different story, obviously, than Iraq, but does the model need tweaking a little?

Addition:  The PEN American Center has awarded Yang Tongyan a Freedom To Write Medal (which he’s apparently not so free to do).  Tongyan is in prison for challenging the very structures discussed above.  The good that PEN can do comes with its own idealism and limitations, I imagine, but is a good way to show the range of American influence on China…
