Those czars have to report back to central command, I imagine, and it’s worthy of note that this is the AP making a specific list of charges:

Many federal agencies simply don’t respond at all in a timely manner, forcing news organizations to sue each time to force action.

7) The administration uses FOIAs as a tip service to uncover what news organizations are pursuing. Requests are now routinely forwarded to political appointees. At the agency that oversees the new health care law, for example, political appointees now handle the FOIA requests.

The modern Presidency is full of ‘optics,’ but the current White House is very invested in how the President is seen, spurning media outlets for its own carefully planned PR photos and branding.  When all that PR meets reality….well:

Moving along, Amity Shlaes offers a critique of Ken Burns’ new documentary on the Roosevelts, and the political philosophy that often leaks through:

‘On the surface, the series’ penchant for grandees might seem benign, like the breathless coverage of Princess Kate’s third trimester in People magazine. In this country, elevating presidential families is a common habit of television producers; the Kennedys as dynasty have enjoyed their share of airtime. Still, Burns does go further than the others…’

More substance at the link. The Roosevelts earn a special place in the modern pantheon, greater than that of the Kennedys, much more intellectual than the John Lennon pathos, more old-timey than the righteousness of 60’s coalitions and Woodstock nostalgia, and more native and local than the obsessive Royal Baby Watching.

In the above video Burns discusses how he is primarily an artist, not an historian. He does, believe, however, that his work has other goals besides art. He sees himself as:

“…rooted in a humanist tradition of American History..that includes not just the old top down version, but the bottom up version that acknowledges women and labor and minorities….”

I’m guessing such a vision of the public good acts as a beacon for many at PBS, NPR, and other people interested in speaking for all of the public. Usually they end up, like all of us, presuming their ideals are universal and forming coalitions of self-interest, money, sentiment, political influence etc.  Their ideals have clear limitations and consequences.

Who among us can speak for all the public, or design some rational framework upon epistemological foundations that could ever do so?

To my ears, it’s pretty clear Burns’ ideals lead him to his own top-down version of things.  It would seem Big Labor, Left-liberal Woody Guthrie-like populism, coalitions of 60’s activists, feminists, environmentalists etc. tend to prosper under such a vision.

At what cost to me, to you, to those who might not share in the ideals?

Addition:  Shlaes’ suggestion seems correct.  Burns has done a lot of work to put this piece together, to tell a story and to also try and get many facts right.  It may also focus on some issues and not others, may be biased and examining history through an ideological lens. In a competitive marketplace of ideas, it’s incumbent on opposing points of view to offer their own films that do the same.

A quote that jumps out regarding the Harris v. Quinn case:

‘If the Supreme Court had found the scheme to be constitutionally permissible, the implications would have been enormous. Doctors who accepted Medicare or Medicaid could have been forced by gubernatorial executive order or state legislation to accept a particular private organization as their lobbying agent. Moreover, doctors could have been forced to pay mandatory dues and fees to such an organization.’

Richard Epstein has a piece and podcast on the ‘Libertarian Moment.’ He’s been lately making a good case for classical liberalism/libertarianism. For my piece, if individuals, aided by technology, are increasingly disconnected from the Charles Murray-esque traditional civic and religious structures, voluntary associations and obligations of small-town American life, does it follow these individuals will embrace libertarian reasoning?

My guess is, a majority clearly doesn’t, and perhaps never will. Will the libertarian coalitions forever be tilting at windmills?

I suppose we’ll see.

Continuing on that theme, Ken Burns discusses how he is primarily an artist, not an historian.  Burns wants to be recognized as an artist striving for higher aesthetic and technical goals in his work (his influences range from Martin Scorsese to Henri Cartier-Bresson) in addition to the “social conscience.”

As for such an abstraction as a ‘social conscience’ he sees himself:

“…rooted in a humanist tradition of American History..that includes not just the old top down version, but the bottom up version that acknowledges women and labor and minorities….”  

No wonder some folks at NPR love him.  Here’s libertarian Nick Gillespie needling Burns about that issue.

In the video Burns discusses how he is primarily an artist, not an historian.  He does, believe, however, that his work has other goals besides art.  He sees himself as:

“…rooted in a humanist tradition of American History..that includes not just the old top down version, but the bottom up version that acknowledges women and labor and minorities….”  

Well, if you’ve ever watched his work you would might recognize an underlying Left-Of-Center political philosophy, which tends toward moral relativism.  It is usually meticulously crafted, has exquisite still photography, and is carefully researched and gives pleasure to watch.

To his credit, he has also made his chosen form and subject matter popular.  Burns wants to be recognized as an artist striving for higher aesthetic and technical goals in his work (his influences range from Martin Scorsese to Henri Cartier-Bresson) in addition to the “social conscience.”  He also has an instantly recognizable style and as he summarizes:

 “The style is essentially the authentic application of technique”

For other documentarians, especially, he probably has a lot to teach, and the programs aren’t a bad way to spend an afternoon.

Politically, though, Burns makes the argument that he absolutely needs government funding to remain free enough to pursue his art in pure enough fashion to benefit of the rest of us.  This is arguable, though if he wants to do his work, the money has to come from somewhere.  I suspect Burns’ beliefs are typical to many in public radio and broadcasting:  they are often politically Left, humanists, often universalists, many post-modern.  Many are artistically inclined as they are presenters and performers of a sort.  They are popularizers,  and many, I suspect, see themselves as cultural gatekeepers for the unwashed masses.

While they put together shows like NOVA and clearly offer a public good with such programming and information, what unites many of them them is likely a certain conception of how society ought to be (more equal, more just, more humane) which goes hand-in-hand with a social and philosophical philosophy that can lead to Statism, a more closed society, regulated markets, and at its worst, a society that doesn’t just use art for didactic purposes, but also as political propaganda (of which Burns I don’t think is in any way guilty).  Art, and not just popular art forms, has a troubled relationship with religion, politics, humanists, philosophy and often the artists themselves.

Addition: As a friend points out.  Bill Moyers, “working-man” populist though he is, strives for journalistic excellence.  But as for history, perhaps no one should aim for a Zinn-like state.

Another Addition:  Perhaps also one purpose of art is to frustrate religion, politics, and other civilized structures and norms.  And Burns “Prohibition” gets deep into the often disparate groups, alliances, political bedfellows and turmoil below the surface of received opinion regarding Prohibition. He also paid his NEH grants back.
