Obama makes a surprise visit, as you’ve probably heard:

‘Obama’s plan is to start pulling U.S. forces out of Afghanistan in July. The goal is to shift control to Afghan authorities by the end of 2014, a deadline embraced by NATO partners, who have 40,000 of their own forces in harm’s way’

Quote by Kissinger from a previous post:

But if you look at the debates we had on Vietnam, Iraq, and so forth, ending the war became defined as the withdrawal of forces and as the primary if not the exclusive exit strategy. But in fact the best exit strategy is victory. Another is diplomacy. Another is the war just dying out. But if you identify exit with withdrawal of American forces, you neglect the political objective.”

Daniel Markey at Foreign Policy argues that Obama deserves a failing grade, for not being willing to risk restructuring the government of Afhghanistan.  Is he just coasting to an exit?  Or is it more complicated than that?
