Some people who commissioned Boston’s City Hall were probably thinking they were bringing something new and wonderful into the world: Inspiring, modern, transformative.
The folks at bureaucratic levels up-top would steer this concrete ship, scanning the Horizon for The Future. The People down below, justly and benevolently guided, would feel welcome and do people-y, citizen-y things as though in a terrarium.
Maybe that’s why it’s not so popular.

Paris has something that Scruton admires. It’s not just an aversion to central planning (and perhaps the political and social philosophies associated with it) that makes Paris special, but also a resistance to modernism, and even postmodernist architecture. Visitors will:
“…quickly see that Paris is miraculous in no small measure because modern architects have not been able to get their hands on it.”
Modernism may even have a lot to do with a certain aesthetic totalitarianism, a desire to grant the architect the ability to see all in his vision, and plan other peoples’ lives accordingly.
“…a later generation rebelled against the totalitarian mind-set of the modernists, rejecting socialist planning, and with it the collectivist approach to urban renewal. They associated the alienating architecture of the postwar period with the statist politics of socialism, and for goodreasons.”
In modernism’s place (souless airports, blank modern facades speaking only to themselves) Scruton suggests Leon Krier’s New Urbanism and a return to more Classical architecture. New England towns might not be a bad place to start, but also:
“The plan should conform to Krier’s “ten-minute rule,” meaning that it should be possible for any resident to walk within ten minutes to the places that are the real reason for his living among strangers.”

Roger Scruton (R.I.P.) discussed being misrepresented in the pages of a major publication, effectively purging him from an unpaid government architectural committee job.
“The math is telling us that when we begin to fracture rocks, however we do it, whether we do it randomly or deterministically, there is only a certain set of possibilities,” said Furbish. “How clever is that?”
Our author uses a bit of Plato to tie the piece together; a discussion of ideal forms:

There’s something about the earnest piety of ‘We Germans’ and the Natural World which unsettles. The triumphs and failures of German Idealism have convulsed to some terrible extremes.
Nevertheless, join Wener Herzog and Clive Oppenheimer as they use documentary filmmaking to discover something true about that Natural World and deep within ourselves and our origins.
At one point, before his slide into hard-drug use, Biden meets with King Abdullah of Jordan on behalf of refugees (an opportunity derived, he says, from “nepotism, in the best way possible”).’
Cox closes some (A)uthentic (S)elfhood distance between herself and Hunter Biden (measured in units of gritty, 12-step fellowship).

A few more thoughts (they’re totally free, after all): Many modernists tended towards genius-level artistry; looking inwards and spinning the suffering of life (reducing life) into form, coherence and a lot of truth. Then focusing outwards onto the world.
At the very least, this made some really interesting architecture, but also an architecture which divorced many people working inside these buildings, from many elements of their pasts, and day-to-day life.

For the postmoderns, this task became harder, I’d argue, as the ground became more barren. Inner often becomes outer; all reduced to a (N)ow of (S)elf. That said, there are many geniuses and a lot of good art to inspire. For the post-post-moderns, there is some good stuff out there, too, but questions of epistemology and ontology remain nearly open.
How to live and what to do? Further downstream, in the current social, political and institutional worlds, you’re on your own, unless maybe you gain notoriety through celebrity. Beyond your family and friends, you’ll probably have to join a political tribe. Join a majority and find out later it was just a minority! Invest your money in a (C)ause.
Most of us, most of the time, can’t handle the kind of isolation that comes from such intellectual provenance. I think such insight has a lot of predictive value.

For my piece, seeking poetic meaning, through the written and spoken word, moves many hearts and minds most deeply. Within such mediated and heightened, experiences of reality, many people forget their own senses and reason. A creative genius has created a work (a poem, a cathedral, your favorite song) where the creator’s senses and reason has become yours. You’re a bit like a walker on the forest floor; the creative genius the canopy overhead, filtering the sunlight to this tree and that. One need only look to revelation and myth, religious and ideological, to understand how powerful such works of the imagination are, and how such impulses within us, can be.
In the Romantic Age, this was channeled in specific directions.
I Wandered Lonely As A Cloud

William Wordsworth’s Lake District ain’t necessarily the cloud in front of you. Those clouds have come and gone. You are not really a cloud (though for a moment maybe you were, within the mind’s eye, the cloud and the looker and the poet, while reading the poem).
Who’s more likely to be Romantically inspired? Well, some temperaments more than others, I’m guessing. All of us to some extent, however, in the modern world. I think people whose education has come through modern channels are more likely.
In my experience, sometimes it’s the rationalist, the data scientist, or the physicist, when the brain-draining day’s work is done, who becomes most inspired to identify with modern, collectivist and Romanticized thought. These folks are often among the brightest, and the ones working with hardest data, and the most rigorous standards of getting at the truth. But, such folks are human, after all. Often, they want comforting fictions over harsh truths. Ideal utopias dot the horizon. Some rationalists can also be painfully naive when it comes to the motives others have in a shared enterprise (a bureaucracy, a political coalition etc).
Reality, the reality of privation, violence and criminality are still with us. Some people choose violence for dominance and leverage over others. Some people develop skills which involve harming you. Many people in rough neighborhoods are happy to get over on you, and that’s about it. Many people in rough neighborhoods choose not to live this way and cultivate and strive to keep what’s good alive, moving forwards.
Incentives matter.
Some very educated people, with good backgrounds, can be absolute assholes, and even dangerously criminal. This shouldn’t come as entirely surprising. Higher intelligence is certainly no guarantee of character.
‘Poverty’ has become a kind of big, conceptual bowl into which the imaginings of a post-Christian, humanistic, ethic have gathered. Some people have turned these ideas into what I regard as a rather idealistic (and ideological) platform, actualizing such ideas through emergent thought.
I suppose we’ll see.

I remain skeptical of much environmental thinking, primarily in the realms of politics, law and ad hoc ethics. Many people here aren’t actually doing science. Many such knowledge and truth claims are serving various masters. Such ideas have become the glue holding many coalitions of humanists, anti-humanists, idealists and ideologues together, mediating the natural worlds and those of (M)an.

There’s a kind of Neo-Romanticism going on, including religious impulses channeled through secular beliefs and in anti-capital, anti-technology and anti-human directions.

True story: I was tutoring a girl in Seattle, and she was in the arts. Artists are often alone, more vulnerable, and she suddenly opened up about Climate Change.
This was one of the primary lenses through which she viewed the world, and it was predicting imminent disaster. Doom and gloom. The End Of The World Is Nigh. Her teachers and peers were eye deep in this acopalyptic thinking, and such ideas were clearly amplifying her anxiety.
I shared some of my interest in the Natural world, animals and experiences. We looked up some facts and discussed them for a bit. I told a bad joke or two. After both relaxing somewhat, I tried to suggest getting out a bit more and mixing it up. You got this.
Urbanists love to hate Joel Kotkin, as he has offered them much in the way of criticism. At the New Urbanist website, I found the following quote:
“Only when humans are again permitted to build authentic urbanism — those cities, towns, and villages that nurture us by their comforts and delights — will we cease the despoiling of Nature by escaping to sprawl.”
The visual arts, painting and architecture are all areas where Spaniards thrive, and where much genius is funneled and compressed through the culture. Madrid’s also a governing city, with a certain staid heaviness found in such places.
Earthlings were visited, many times this past century, by beings from the planet Utopia. Little is known about these curious creatures, but they were advanced, and went about vigorously erecting structures across our planetary surface.
What were they trying to tell us?
Concrete, as a material, was used, presumably because it was so common and functioned as our ‘lingua franca’ (so hard to use well). Shapes were decided upon that might please and delight us (flowers, blocks, dodecahedrons), but also shapes that could disconsole, consigning some souls to work and live in an eternal present, possible futures winking upon the horizon.

What about when their marketing team tells you how you should think, behave and act?
The attempt to seek collective purpose and postmodern meaning in modern art, music and even cartoons etc. is fast upon us. The flirtations with nihilism can encourage more desperate collectivist/ideological impulses to fill the void. The excesses are many.
As for a critique of Albany Plaza, another modernist/bureaucratic concrete wonderland, here’s Robert Hughes:

Humane. Human. Human rights. Make it new. Break with the past. Shape man’s destiny upon new foundations of knowledge, explore new possibilities, and perhaps shape men themselves.
Why, there’s a whole philosophy under there. Not a religion necessarily, and not always moral claims to knowledge, but a whole framework nonetheless.

Addition: Apparently, talk of a happy, healthy collective reaching one-world harmony has quite the appeal, in whichever context it may appear. Now this Romantically Primitive, collectivist, politically Left movement is in control of very important parts of the political economy.
Instead of a reasonable, scientific approach, which would require using the mathematical sciences to be in dialogue with the Natural World (beyond value judgment), many postmodern primitivists move forwards with a kind of Environmental Idealism. The ‘Self’ is often primary, when the collective categories aren’t primary. Emotions often win-out over ‘reason.’ The ‘Environment’ tends to be conceptualized over (N)ature, where a new, empathetic technocratic elite triumphs over its charges, ‘capitalism’ and/or any existing political order.
Notice the assumption that everyone should hate sprawl, or at least, all right-thinking people should hate sprawl.
After documenting a fair amount of failure and wasted money in El Paso, our author finishes with:
‘It may not be the city revolution that was depicted in Plan El Paso, and that the city council of the time hoped they’d see. But the revolution has started in small segments of the city, and for some people, that’s enough.

El Paso isn’t likely to be Austin, nor the Bay Area, nor Park Slope anytime soon, but that doesn’t mean the revolution won’t come!
In fact, I’m guessing El Paso is El Paso, and having passed through a border town with a high Mexican population and not a lot of natural resources, I saw some decent things going for it.
As for the urban revival, The People want to be healthy, and happy, and in tune with Nature and the collective! We will show them the way!

Whatever your thoughts on sprawl, here are some of the groups, who, in my opinion, are involved:
–Greens and activistswho want to control and regulate the energy sector according to their understanding of nature. Or they at least will control much lawmaking and the political process through activism, while directing massive amounts of federal taxpayer money to developing this vision (chosen and controlled by politicians whom they favor). Whatever’s going on with the climate, they’re usually willing to overlook the political waste, corruption, higher costs of gas and basic services and fewer jobs that could make us like Europe, without many of the benefits.
–The products of modernism and modernist architecture. Some modernists believe in utopian and semi-utopian visions of the future, or simply, a better world where people should be rounded up and live happily according the visions of a few artists, architects, and city-planners. They don’t like the suburbs too much.
–Collectivists, humanists and multicultural types who like a broad, ‘equality of outcome,’ definition of democracy and believe there will be room for everyone, all races and classes, in the new urban environment (more like European social democrats) if just the right people are in charge.
–Anyone with a monied, career or professional, personal or identity-based stake in this vision.
Bob Zubrin pointed out the problems of environmentalism, and the authoritarian impulses behind many environmentalist goals and methods, which I’ve applied to the urbanists in parentheses below:
After the utopian dreams fade, and when the money runs-out, you often just end-up with a movement which further Left types will use to gain leverage, as in Europe:
1. There isn’t enough to go around (suburbs waste resources like gas, electricity, and materials in addition to lost productivity and time)
2. Human nature needs to be constrained as a result (Trains, buses and bikes are the preferred method of transportation instead of cars…while apartments, co-ops and living units instead of houses in the suburbs are the places to live)
3. Someone needs to be in charge (Someone like Michael Bloomberg, or similarly paternalistic leaders are ok as long as they line up with the message and enforce the right laws from the top down)
4. We volunteer ourselves for the job (Someone’s got to build a vision of the future, and the vision of the artist or architect, or city planners for example, may be enough for the rest of us to live in much like occurs in modernist architecture).
